Case background and investigation

Brandy Hall, a 32-year-old mother of two, was serving as a volunteer firefighter with the Malabar Volunteer Fire Department in Brevard County, Florida, in the summer of 2006. According to Florida Today, she left the Malabar station at about 10:45 p.m. on August 17, 2006, and then spoke by phone with Palm Bay Fire Department captain Randall Richmond between roughly 11:06 and 11:17 p.m. ABC News reports that she had previously been dismissed by Palm Bay Fire Rescue and that Richmond later acknowledged a relationship with her.

The next day Hall did not appear at the sentencing hearing of her husband, Jeffrey Hall, a former Osceola County fire chief convicted on marijuana cultivation charges, according to Firehouse and ABC News. That same day a fisherman noticed pieces of her firefighting gear in a pond near the Brevard Community College (now Eastern Florida State College) campus in Palm Bay, a pond used for police training. Divers then located her green pickup truck submerged in it. Police reported what appeared to be blood in the cab; ABC News describes a large amount on the driver's side.

Palm Bay police told reporters in 2006 that they were treating the matter as a possible homicide from the outset, though it remained classified as a missing person case. Her department radio and cell phone were also missing. Police said at the time that her husband was not a suspect, and ABC News reports that he passed polygraph examinations. An attorney for Randall Richmond and his wife said in 2015 that neither of them had any knowledge of Hall's whereabouts. No one has been charged.

An extensive search of the pond did not locate her remains. In August 2019, according to WKMG News 6, Palm Bay police, crime scene technicians, cadaver dogs and a private investigator used ground-penetrating radar to examine three possible burial sites in marshy land in Palm Bay; one spot drew interest from both the dogs and the radar, but no recovery was announced.

In March 2026, Florida Today reported that Palm Bay police had received an anonymous tip that Hall was buried at a location in Palm Bay and carried out a search based on it. Her family said they remained hopeful. In September 2026 the case was the subject of a Freeform documentary series covered by ABC News. As of that coverage, Brandy Hall had not been found and the case remained open with the Palm Bay Police Department.
