On September 8, 2014, three-year-old Jacob and two-year-old Sarah Hoggle were last seen with their mother, Catherine Hoggle, in the Clarksburg area of Montgomery County, Maryland. Their father, Troy Turner, became alarmed when Catherine returned home without the children and gave inconsistent accounts of their whereabouts.

Catherine initially told Troy she had left the children with a friend, but the friend said she had not seen them. Police were called, and Catherine was taken into custody. She made various conflicting statements about where the children were, at times saying they were with other people and at other times claiming not to remember.

Catherine Hoggle was diagnosed with paranoid schizophrenia and was repeatedly found incompetent to stand trial. For years, the legal proceedings were delayed as courts grappled with her mental state. She was held at a state psychiatric facility while attempts were made to restore her competency. Maryland law at the time limited how long an incompetent defendant could be held, creating a possibility she could go free without ever revealing the children's location.

Extensive searches of areas where Catherine was known to have been—including parks, wooded areas, and bodies of water in Montgomery County—yielded no results. The children's bodies have never been found. In 2020, Maryland passed legislation (dubbed 'Jacob and Sarah's Law') extending the period an incompetent defendant can be held in serious cases. Catherine Hoggle remained in psychiatric custody. The fate of Sarah and Jacob Hoggle remains unknown.
