Mr. Cruel Victims

Case background and investigation

'Mr Cruel' is the name given by the media to an unidentified man who broke into family homes in Melbourne's northern and eastern suburbs in the late 1980s and early 1990s and attacked young girls. According to Wikipedia's summary of the case, which draws mainly on Herald Sun reporting, three attacks between 1987 and 1990 are attributed to the same offender on the basis of his methods and the victims' accounts. He is also the prime suspect in a fourth crime, the 1991 abduction and murder of Karmein Chan.

The first attributed attack took place at about 4 a.m. on August 22, 1987, in Lower Plenty, where an armed intruder assaulted an 11-year-old girl in her home. On December 27, 1988, a 10-year-old girl was taken from her home in Ringwood at about 5:20 a.m.; she was held for around 18 hours and released in the grounds of Bayswater High School. On July 3, 1990, a 13-year-old girl was taken from a house in Canterbury late at night, held for about 50 hours and left at a power substation in Kew. Both abducted girls survived.

On the evening of April 13, 1991, an intruder armed with a knife entered a home in Templestowe where Karmein Chan, 13, was looking after her two younger sisters. The sisters were left behind and Karmein was taken. Her remains were found in April 1992 at a site in Thomastown. According to Wikipedia, she had been shot three times in the head.

Victoria Police set up the Spectrum task force in May 1991. By the time it was wound down in January 1994 it had, according to the figures cited by Wikipedia and Australian news outlets, interviewed about 27,000 people, checked some 30,000 houses and cost about A$3.8 million. A later task force, Apollo, ran from about 2010 to 2013 without result. No one has been charged over any of the attacks.

In April 2016, on the 25th anniversary of Karmein Chan's abduction, police raised the reward for information leading to a conviction in her case to A$1 million. SBS News reported that Assistant Commissioner Stephen Fontana said someone close to the offender would know who he was. Investigators have been careful about the link between the cases: Wikipedia quotes retired detective Chris O'Connor as saying there is not enough evidence to be sure that the man responsible for the earlier attacks also killed Karmein Chan. A February 2026 article on the case said a cold case re-examination was confirmed in 2021 and that the investigation remains open.
